Welcome to Fort Meade! We know that your Family members are the most important people in your life, and having Family members with special needs can create unique challenges. The Exceptional Family Member Program (EFMP) is here to help!
The Army Community Service (ACS) EFMP can assist you with Systems Navigation, advocacy for special housing modifications, respite care, recreational events, monthly special needs support groups, special needs resources, information about your rights and responsibilities, and much more. Our office hours are Monday through Friday, 0730-1600. We welcome you to contact us!

For example, if you want to know about your rights and responsibilities under the Individuals with Disabilities Education Act, just click on the first listing under Extended Resources.
A few other important in-processing reminders:
- Visit the Picerne Housing website for housing information at www.meadepicerne.com. You can get on the waiting list prior to your arrival. For details and to speak with someone at Picerne, contact 410-305-1258 or 866-525- HOME or to speak with Family Services Program Manager, Elizabeth Hinton, call 410-305-1070.
- Don’t forget about the ACS Lending Closet, where you can borrow household items like dish kits, utensils, sleeping mats, folding tables and chairs, coffee makers, etc…
- For on-post housing fire safety planning for your special needs Family member, contact Captain Lindsay at 301-677-3616.
