The Special Needs Accommodation Process (SNAP) is a multi-disciplinary team established to determine what accommodations need to be made for children with special needs to be successful in their placements at the Child, Youth, & School Services programs.

Special Needs Accommodation Process Information

The Special Needs Accommodation Process (SNAP) evaluates the behavioral, developmental, emotional, health, learning, physical, and social issues that may affect your child.  The SNAP team consists of you, the Army Public Health Nurse (APHN), CYSS Chief (or designee), Exceptional Family Member Program (EFMP) staff, and appropriate CYSS program directors.  The SNAP team works together to decide what accommodations your child needs for your child to be successful within the CYS Services programs.  The SNAP team determines the safest, least restrictive, and most appropriate placement for your child requiring special care.  As a parent, you are a vital member of this SNAP team, and your participation is integral to the overall success of your child in our programs.  By providing the SNAP team with a brief history and an outline of current symptoms, concerns, and actions taken with regard to your child (i.e. rescue medicines, behavioral management tips, etc…), you can help maximize your child’s success in the CYSS programs.

How it works:
  During the initial enrollment or re-registration, parents will be asked to complete the SNAP Screening Form, which will be reviewed by the APHN.  In some cases, we will provide you with a Medical Action Plan (MAP) to be completed by your child's physician, which will state your child's diagnosis and any required accommodations.  The MAP will be reviewed by the APHN and forwarded to the EFMP staff, who will then contact you to schedule a SNAP appointment. 

The SNAP is designed to ensure that your child is involved with a CYS program that will promote positive interaction with peers, as well as stimulate involvement in extracurricular activities.  Ultimately, the goal is to accommodate your child's special needs while helping your child reach his or her full potential.

To help ensure a positive outcome with your SNAP, we recommend the following:

  • Please arrive 10 minutes early to your SNAP appointment
  • SNAP team meetings are held at the Army Community Service building, 830 Chisholm Ave, Ft. Meade.  (From the main Reece Road gate, take your immediate left onto Ernie Pyle, take a left onto 14th Street, go straight at the stop sign, and you’ll be in the parking lot.)
  • Expect 5-8 SNAP team members to be present
  • Please be prepared to discuss your child's medical history, as this will assist team members in placing your child within CYS
  • Meetings generally last approximately 30-minutes
